Change ConsoleKey in your UTEngine.ini to Tilde for old-console style.

you know they probably did that because of the UK users who have the @ symbol on the same key as the tilde instead of the ` and as such weren't able to enter there email address when creating an account...

tab is the "type" mini console
tilde/F10 is the full "console"
