Low FPS and High Ping??

Well my friend just started playing UT after a long break, and for some reason his FPS is 20 and his ping is like 200 in every server. Is there a way to fix this?

Get a better computer and internet? And turn off stuff you don't need running.

Post machine specs before asking such vague questions, there are several possibilities, including the possibility of it being more than one thing.

But it sounds to me like the CPU is being overworked, possibly by some other program. Make sure he has all Peer to Peer software closed as well as any other programs that would use the internet connection.
