Custom Messages

You know those messages you get at the start of games? (MOTD) I've seen people writing messages like that on the screen, in that font, in big writing in the middle of the screen.

I know it requires logging in as admin, I can do that, but how exactly do you send messages like that? Is it some sort of Console Command by any chance?

From console (when playing the game and logged in as admin): Say #blablabla

From webadmin: Adminsay blablabla
