in ut2004 is there a shiny black metal texture, doesnt have to be very shiny.

You'll have to do a lot of searching in the editor. If you can't find a black metal, then you can get a regular metal, tint it in an external image editor, bring it back into unrealed and make it shiny by following the tutorial(s) here:
