If you go to host game, and then select run after choosing your options, then hit start, you are running a server and playing on it.
If you choose a dedicated server, then it runs as a seperate process, you are booted to the desk top and you will have to restart and join your own server.
If you want to have a sperate computer running as a natural server and UT2k3 running on it, you start it up the same, but you can host compressed map folders too.
If you are going to host, how many players depends on your bandwith. If you have a 640 or above connection, you can host at least 6 players. Unless you have a 1mb or higher connection, dont go hosting a 16 player match....

I mean both, or at least 256 up for 6 players.
The faster the bandwith the more players.
On 56k you could get way with maybe three players and a bot, but itll be choppy.
256/256, 3 players
640/640, 6 players
This is a generalization, but you get the idea...
