Well a problem like that isn´t easy to solve.
You know someone with the same modem, try to lend it and see if it makes a difference.

Make sure you aint using the net connection thru USB. My ping use to be like 900+ until i switched over to my network card using the network cables...now it's like 100

Hehe... no kidding it ain't easy to solve. But I love the endless series of saps he got responding with stuff on the level of "did you remember to plug in your computer?" and "well it must just be YOU". Well, it's not just him, it's me too and a heck of a lot of other people. It's VERY predicatable:
1. ping out of server: 24
2. ping immediately on joining: 300 (EXACTLY)
3. ping goes up rapidly and in regular intervals (e.g. 300, 357, 412, 550, 650....)
