no, UT2004 has Onslaught and Assault and mostlikey a **** load of other cool things you can use.

so an experienced ut2004 coder is an experienced ut2003 coders, but not vice versa

Yeah, but an experianced UT2003 coder is still going to be fairly deft with UT2004 after a short amuont of time. I expect the difference between 2003 and 2004 will be less than the difference between '99 and 2003.
