People can still make clans and prepare for the game. For instance, the majority of the people browsing these forums have made their own clan, already.

Do multi xbox360 games clans also count? We'll pay alot of attention to GoW though and the site will probably be in that style.

You can upload your own custom website, you get FPT access which means that you can upload your own website and templates, I do NOT provide you with templates, this is why you need to be a webmaster clan leader who knows how to do websites if you want the free space.
