Hmm, probably is: User Moderator - Moderator - Super Moderator - Administrator. But I'm not sure, maybe there are other mid levels.

It's a normal moderator, just he/she is from the userbase. The tools are the same, but in this case is an user promoted to a moderator position in a forum handled by a company (in this case a software house, Epic Games). It's a common role you'll find in any major games forum that use User Moderators.
