We have these new lobbies where, if your connection is below even being able to host for 5 people (Horde/Beast/Campaign), then you can be a GCON host and jump into a Ranked/Public match. Since it's on dedicateds, upload doesn't matter!

So yes, with Gears 3, anyone and everyone can be a host. (With some restrictions.....like douchiness..)

My connection probably isn't good enough to be a host, I'll send you some of the tests if you want them though.
