They could balance it out by making it a bolt action rifle. So if you miss a shot it gives a player time to get cover.

when he uses the sniper, the zoom just gets a close up but without an actual zoom using a scope. Is it like GRAW where you can just get a better shot or can you actually zoom in with the scope?

what you're talking about is the fine aim feature that is present in every gun (to the best of my knowlege) but I believe I read somewhere that youcan click the right stick and get a scope view.

YES! that is correct, not only can u go into "aim mode" with the LT with every gun, inculding the sniper but u can also click R3 to zoom with the sniper:)

its war, people dont say no no no if you shoot at him with a sniper you probably wont miss:D , he'll die and have no chance to fight back. there is every gun in war.
