Im not sure of the time frame in which GOWJ falls but are these characters alive or actual cogs at the time of the new Gears

RAAM's Shadow takes place 9 years after the Locust Emergence. So Valera is still alive and Barrick is still a COG citizen when Judgement takes place (remember that the Stranded are a result of the Hammer strike counter-attack, which has not happened yet).

Not until the COG deploys the Hammer of Dawn (1AE). Think about who the Stranded are: people who couldn't get to Jacinto Plateau in time; those who deteste the COG for abandoning the majority of its citizens and choosing to incinerate billions. As an identity, they simply don't exist yet.

Suppose HoD strikes could be an interesting chapter ^_^

The timeline confusing where Judgement is concerned.
It's meant to take place right after E-day, but the chainsaw lancer(mk2) wasn't invented until after the Hammer strikes(which were one year after E-day), yet they're clearly being used in the Judgement trailer.
Cole didn't join up until around a month after E-day and Baird had not long enlisted too.
Also, Halvo Bay was destroyed about 3 months after E-day.

Yes, the canon is messed up because of Judgement. But Judgement does take place just a few weeks after E-Day and in a destroyed Halvo Bay, despite the canon inconsistencies that the game's plot causes.

Cole enlisted 5 days after e-day and was in bootcamp one month after E-day which is when he met Baird.
I always do.
