How do i achieve these kinda materials? whether i have to do in ps or can i do it in udk?i need this urgently for my landscape design!A tip would really be appreciated! Thanks in advance guys!

Jazzy Jackrabit doesn't look too dis-similar than this. Check out the map that comes with UDK.
Theres also a few cel-shading tutorials for UDK if you search for them along with an Eat3D tutorial video that gives you some insight too.

Its simply an art style, the texture are painted as such.

That example isn't what I'd consider cel-shading. The phrase you're probably looking for is "painterly" and TheAgent is correct, it's inherent in the textures and not a material effect. It's just really well made art, so I doubt anyone could give you a full Photoshop course here.
For a shortcut, you could try putting your textures through something like the Topaz Simplify plugin for Photoshop. The results won't be as good as hand-detailed textures, but depending on your need it might suffice: http://www.topazlabs.com/simplify/#3
