broken versus booster pack

ive had many problems with dlc on gears 3 but they were all copable whereas now i can not even play in any playlist. this is because when i try to join a lobby i recieve a notifacation stating that i dont have the versus booster pack so i redownload it from the notification itself and when it finishes i retry but still recieve the same notification and this puzzles me and i have tried to fix the problem myself but fail.
has this happened to anyone else and if so how may i fix it?
one other problem i have had is with the season pass, i bought the season pass and didnt recieve any of the benefits of it but though ti would recieve the mwhen th efirst dlc came out by this i mean the liquid skin but then on the release day of the horde command pack i didnt recieve a notification and yet my brother did and it turned out he also had the liquid skin which is very strange seeing as it was on my download history and not his this didnt really bother me though until i found out i could only play on this dlc when he was also signed in which is irritating seeing as he doesnt play on the xbox much.

My brother has this problem, all downloads he doesnt get, although, I do even though he spent the money. This means he can only play online when I am signed in too, and I rarely use the xbox. Which means he hardly gets to play.

there are a few threads with this same problem..

move all dlc that is not owned by the profile thats effected by this onto a memory card or usb. remove usb/memory card from xbox.
re-download the booster pack with the effected profile and it will work
