Can non season pass people buy new maps?

My friend is trying to buy the maps and doesnt have the season pass, but he is getting an xbox error when he tries.

It is something unrelated to the DLC. Anyone willing to fork over the money is always able to get what they want. You do not have to have a season's pass to download the maps :) ...but you do need to spend money on something already on the disc...
