I play all of my Xbox games using headphones, so when I play with friends I have it set so that their voice chat comes through my headphones along with the game audio. This is done by having the voice chat set to "play through speakers". Normally I don't have any issues hearing my teammates over the game audio because I can go into the in-game settings and turn down the game audio as low as it needs to go in order for me to clearly hear voice chat. This was the case in Gears 2.
However, in Gears 3, even if I set the in-game audio to it's lowest setting, it is still at about the same volume level as voice chat. Also, the game becomes too quiet as well, which negates the whole point of using headphones since I use them to hear the position of my teammates/enemies.
Party chat options don't fix this issue. The game still drowns out voice chat even if you're in a party (and yes, I'm aware that there's a voice volume/game volume option for party chat but anyone who has used it would know that it's terrible because it basically causes your game to be muted anytime someone speaks.)
I don't know if this can be fixed via a patch, but here are two options that I feel would remedy this issue.
1. Increase the volume of voice chat.
2. Add a master volume setting. This allows the game volume to be turned down low while still having the voice audio come out loud and clear. This is what I do in most games and it is sorely lacking in Gears 3.
