DLC not working at all

Ok,
So i have purchased EE, console, weapons skins and season pass. None of the dlc is working. i have spent about 90 mins on the phone with microsoft and they are going to "escalate" my issue. I have deleted and redownloaded the content, deleted and recovered gamer tag. used a different game disc. transfered license, cleared cache. none of this has helped at all. when i go into multiplayer options and try to change skins it just shows a $ to buy it. we even tried buying an individual one and when upon returning to the "change skin" screen, it still shows a $ and no option to use the skin. commando dom and adam fenix are nowhere to be found on the character screen. it seems like the majority of people are not having any trouble but i see a few posts in the other(wrong) parts of the forum.

p.s. all my beta unlocks and VG unlocks are working fine.

ok so how do i escalate this with epic? i am willing to get my money refunded with ms for the skins. but i am not happy at all about not getting the season pass to work. i very much want to be able to play all the multiplyer maps when they come out and any other dlc. i am a good customer i do not flame, have not *****ed about this stuff not working, not badmouthed anyone. i justy want someone to please help me resolve my issue. i want customer service.

I know I am having ALL of the problems that you are. None of my dlc is working (characters, weapon skins...) but yet I get on here and see that everybody isn't getting there beta unlocks but i have those? idk my GT is SoLvLeBoDy it looks differant on xbox but could you add me or send me a message if you find a fix i have tried EVERYTHING including what you posted in your first post.

I'm having a problem with the Adam Fenix/ Infected Omen code old son,
it gave me the I/O but no A/F?

Adam Fenix is on the Octus medal, just found out..... And I feel dumb :o

ok i fixed it. deleting griffin unlocked everything else.

Unfortunately I don't see Microsoft or epic giving any refunds. Did you guys power off during a game I.e. Rage quit? Is your system an older xbox non slim? Maybe your hard drives on the fritz?

Is there another profile on the XBOX360 you play with, which has own Gears 3 DLC saved to this console?
It seems that if there is "foreign" DLC, you can not use even your own DLC...
