Raam will be a DLC char, to answer your question. He isn't unlockable in game. Sucks too, he's been my Locust since the beginning. :(

Raam will be available in a future DLC release, likely the one after the November DLC

Yes RAAM is going to be DLC character, but he won't be in the November pack unless EPIC is lying to us and he makes a suprise return but I doubt it, but other than that he will be DLC at somepoint.

Yeah, November DLC chars are Berny and Onyx Guard supposedly.

Unless RAAM and Kim are in not aswell and EPIC aren't telling us.
