Question about the Leash?

Why is it that sometimes when I hold down to use the Leash it will let me do the slow down time thingy where the enemies are in the air yet sometimes it doesnt work?
I have had this happen a few times were the train part rolls down on them but before hitting that I try to have the Leash attack bounce them into the ceiling killing them yet it sometimes won't work here and other places, what gives?

O_O wow, I think my sackboy plush is in the way than because I have never seen those, thank you again for the help
