I'm sorry What do you mean? Are you referring to Softimage (http://download.cnet.com/Softimage-XSI-Mod-Tool/3000-18541_4-10343972.html) thats the only freeware tool I know of that starts with soft in is name. or maybe this was what you were referring to? Is this what you were looking for? (http://http://www.creativecrash.com/maya/tutorials/dynamics-fx/c/soft-body-collisions)

i just searched for the same, then i found out that i already downloaded it at the video tutorials section: http://udk.com/documentation
its the file "3dbuzz_assets.zip", 76884626 bytes in size. if you already found it, then nvm, but it should help others locating that file ;)
when unzipped the archive, youll find the stuff for softbody in "packages.zip", which needs to be extracted (again), simply copy the file "physics_assets.udk" to your UDK installation folder into "content". in the content browser, search the package, and click "fully load".
