Can I use Gimp, Blender, XSI 7.5 for UT3 modding? I want to make a weapon for UT3.

Do I need ActorX for Blender? There is any...same for XSI 7.5 (I can't find XSI 6.0 anywhere). Gimp, Do I need a plug-in or something?

You can use the PSK/PSA export plugin for blender:

Gimp includes plenty of plugins with the default Windows installer...if you haven't yet installed Blender and Gimp, I suggest installing GTK and Python before doing so, as some plugins and scripts may depend on full installs of these. Also, get goofo's ASE exporter for blender if you need some static mesh, too.

using GIMP is no problem, just save your finished textures as tga (Targa) files

Just a note on Blender. There is a new version that is being developed (2.5), which may not have the same exporting capabilities (even with the additional plugins) that the previous version (2.49) had.
