Noone is likely to steal your idea when they can just work with the person who generated that concept with a greater likelihood of success.

Wow....you are really expecting people to apply even if they have no idea what genre the game even is ? :D
Maybe a short introduction would be nice, with some screens. And why would anyone wanna steal your mod idea. Its not like people make a mod overnight.

no ones going to steal your idea, even if they did youl probably finish before them and if its never been done before theres probably a very good reason ..
everyone has tons of ideas of their own, why would they want to steal yours?
no one will be interested in working with you if you refrain from giving out information, spill the goods and youl get a ton better response :)
gl with the project

Are you going to get the proper permission needed to make a Harry Potter anything? For somebody who is trying to make a MMORPG calling the genre "Will be magic"... That really isn't a genre. Do you know anything about making an MMO? It's a lot harder than you think it is. Sorry but I would try something else.

Noone is gon'a steal an idea already stolen... Poter is not a project owned by you in first place.
The first thing someone would ask is what Blades already did, and I'm surprised nobody asked earlier....
Poter is copyright-ed artwork. Meaning you're gon'a have to ask for permission in order to use either the name or something related to the original story you don't own.
In any other case even if you succeed, the owner of the original idea can shut you down in no time. Keep that in mind before going any deeper with something ambitious.
Now as far as it concerns the game itself... and so you're planning to make an Mmorg....
For a non-paid company making a succesful MMorg is as hard as the first mission to the moon. Considering that, the info you provide is not even the 1/100 needed, unless you have an extraordinary skilled team be sure that the project will fail.
Edit:
Sorry if my words offent you, just trying to be realistic here against a non realistic goal. Making a game is just like running a buisness. You need realistic goals as a start.
It would be for the best if you could find a writter or a director and develop your own story and ideas.

It's not about an Mmorg or not... It's about Poter's original story. Even if that is a movie or a game or a book. There's a man or woman in the world this time who is the owner of Poter's story.
Whatever you may try to do with it he/she can allow you or not to use that story and even send you to prison if he/she see that fitting. It's a bit complicated. When it comes to media it'a not as simple as painting Poter in a piece of paper.
That's the copyright law my friend. Fair in my opinion since I'm an artist myself and I wouldn't really fancy to see other people using my work while I've never given permission.
I'm sorry to ruin the idea for you, but if you think about it, creating a project that you won't be able to publish is even worst.

Yeap, indeed, changing names is a "door" you can use.

Well at first, I don't think Cheer really thought about it.
Because you can't make a MMORPG about the story of Harry Potter. The writer who can achieve a good gameplay with enough quests and so on.. I want to see that guy/girl.
Why? Because if you just use the world itself of Harry Potter, you won't need Harry Potter it self.
Think about it, isn't it easier to create his own world with aspects of Harry Potter.
Look at the genre itself. Harry Potter is about students who want to become magicians. Which is more focused on witchcraft as magic itself.
So, why not make a MMORPG wich is about developing a master mage or witch. In the howl thing. The "developing" area would be the different school houses. Good, Good-neutral, Neutral-Evil, Evil. 4 factions.
After choosing which side you want, you can specify trough the developing in which type of mage/witch you want to become. Fire, Mutilate, Ice, Illusion and so on. Even battle or light.
Trough doing quests which are camouflaged as "lessons".
You could also integrate quiditsch or what the name of that game is, as a game itself. Trough which you could train the body of the student you are playing. Win prices, money and maybe become someday a trainer of a quiditsch team or manager.
After the developing you will go out in the world and fight against the evil or good magicians or help people as a "tutor" in the school.
Even the combat-system could be revolutional. Think about a battle-system where you learn the spells at-first but only the combinations and you have runes which you have to type to get the spell.
Come on Cheer, tell the people about the idea you had. Where will be people who will like your idea and help.
BTW if you are thinking about using what I wrote here, inform me atleast. ;)
Also I want to say, people like Harry Potter because of the writestyle and the genre.
It is maybe easier to get some players trough a fat licence but where is your pride of making something special?

You still have to be sure to steer clear of anything very similiar to Harry Potter... Changing a letter, etc. doesn't count. Making it very similar to Harry Potter is a really thin line also.
I would just start over and try and make a story of your own. Being inspired by Harry Potter is okay. Just don't make it like that.
And again I would start with something more simple than a MMORPG. MMORPG's do cost money to run. There are server costs, attorney costs, and the most expensive of all, Customer Service costs. If it is a MMORPG, your fan base will expect you to have a very good, fast, customer service. (Sidenote: This is where Blizzard spends most of it's money on WoW.) And even then, people complain... and always will.
