Did anybody using blender for 3d modeling notice, that when you create bones, export to psk, then import into UDK, the bones are off position?

Could you show image blender bone and unreal import. It could be your objects is not center.

Well you need to link the bones together. There should be the main bone branching off, else it use the object location position base on that. If your mesh and armature object is not center point it give off sets.
Meaning ... Mesh object mode should be center. Armature object should be center. The picture show on the bottom show it off center. In object mode. It the blue and green arrow show the object location.

may i give a little tip, please don't use the name "root" for a bone as it can cause you problems, just from my personnal experience ;)
