Ok so awhile ago i captured some Gears 2 public gameplay footage (for a montage kind of thing) after many months i finally got round to messing around with it and trying some editing, after many tries i finally got the rendering settings down but for some reason the video playback seems laggy.

Hmmm...capture card problems? Maybe it's not fit for the job. Unfortunately, I know very little about capture cards...so all of my solutions may be stupid. Good luck! (PS. I think I was host at GCON and you played with me)
If that exact file is playing back fine on your PC, it's a rendering codec glitch. I'm assuming you rendered in some kind of MOV or MP4 format, you may want to try WMV or AVI.
If the file is playing back and lagging on your computer (From the rendered file), it means you rendered at a low frame rate, or had too many processes going on while rendering. Make sure your frame rate is set to 29.97 (Or 25 if you record in PAL video).
If the raw captured file lags, it means your computer can't handle your capture card. This is likely the result of a low amount of healthy RAM, an old processor, or a low end video card.
Sorry, I was kinda confused on what the file was like on your PC, so I just listed everything lol.

what kind of editing program are you using??? I use after effects and Prem pro CS4 heavily and could probably help you if I know wheat you were using.
If you are going to uploiad to you tube make sure to render the video using quicktime witht he MP4 codec if you have it. They have a guide for the best settings on youtube for codecs and such look it up and that may help you as well.
cheers
