Now people say that they are game designer to mean that they don't know anything about mod/game development , actually , the person who knows the most about mod/game development is the game designer ...

I think what he means, is usually the one looking to recruit a team should place up a small work up of what the story is about what the back setting is time, theme, and maybe a smiggin of what you're going for with a beginning.....then again I could be full of bollocks and just a smeghead talkin out his bottom?

I think what he means is that most people that call themselves "game designers" don't have any ability to add assets in terms of levels, art, or code. Too often they're a guy with "an idea."
But it's often the person that knows the most, and has the greatest ability to contribute to the actual game that often contributes the most, in reality, to the actual finished game and its design.
(BTW, OP, I'm not saying this about you, just giving my interpretation of the other post).

oh ok
the game is basically about zombies, when finished should be a 3d mmo with a horde of never ending zombies in a large world
the game will be slightly like an mmorpg but an mmofps instead so the map size and quests will be large and many
there will be small areas such as castles with guards which will stop the zombies
one of the things i dont know how to do is change what weapons and looks character has (the default from the ut)
ive used a lot of software to make games before which we may use but udk is the one im hoping we could use for this game
Edit:
i dont know why i said about it being 2d and like whizzle (i hate 2d games)

wait.. in 3 postes you have completely one hundred percent changed what you want to do?
the problem is everyone and their sister has ideas about a game. ask any person who spends a decent amount of time playing games if they have any ideas they think would make a great game.. they all do. for someoen to pop up saying "i'm a designer i need people to make me a game" you have to realize that all the people you are asking. also have their own ideas for game. if you can pull some of the legwork yourself lets say
i'm a designer with an idea, heres a rough example i coded of how the game play / action would go, or heres a level mockup i made with my ability to create 3d environments, or here the model of the main and supporting characters i made with my character modeling skills, or here is a layout of the design doc explaining progression and skills and things that will be used to make the game fun.
its hard to just say
Zombies and fpsmmo and castles! and expect people to jump in.
show people something that impresses them and makes them believe you are serious about this and know what you are doing.
you've got to give some to get some.
i hope you dont take this the wrong way just my opinion and advice

How about joining an existing team to get some experience first? I get the impression you have lots of ideas, but don't have a clue where to start organising a team (this isn't meant to offend ;)). Nobody will join your mod team if they think you don't know what you're doing (same goes for a lot of threads in this forum, sadly :\ ). An existing mod/udk team might appreciate someone with UnrealEd knowledge and plenty of ideas.
If you have a good Level Design background then post a portfolio link or examples of work to prove it. Guaranteed you'll get more people's attention that way.
Hazel has some great advice. Closing before this gets out of hand.
