Hey i'm very interested in using UDK however i'm very very bad at drawing...can just about draw a stick man in real life:(

So what i'm wondering is can I just focus on one area of development such as ai or level design and test those parts without creating a whole game?

Also i don't understand what's different between udk and the unreal 3 editor. Could some one explain this to me please?

Short answer - yes you can.
That's because you can use the resources from the UT3 Demo that's included with the UDK, so you don't have to create you own models and textures if that's not something you want to do. Of course this is practical mostly for testing and learning purposes. Also there's a very limited amount of resources that you can use before you'll want to use something more tailored to what you want to do. Try learning a 3d modeling software, you don't really have to be able to draw to use it with success.

As for you last question, UDK ships with a lot of tools like speedtree and not least the frontend which you can use to package all your stuff and make a standalone game installer. The UDK includes the editor, and there's a lot of new features in it since, for instance, the editor that came with Unreal Tournament 3.

In UDK there is only demo content from UT3 is it possible to load all of the UT3 textures, sound files etc into UDK?

Yeah you could probably do it but those assets have other licensing terms I believe
