same here, tried 3 different download mirrors so far, no change. firewall is not the issue (the install tries to connect outside, and i suspect that it should try to fetch www.udk.com/eula.html).
my colleagues have already tried to install it and they had no issues at all.
btw: what is interesting about it, is that we are both (DukeNukemCZ and me) czech.

Could you confirm that the md5sum of the executable is dc431102abd1c971a96c47c8efde361e?

i think we are getting to the core of the problem: do we all use Czech language version? yet there are people who do use czech version (at least i think they do, cant confirm it though) and have no problem at all.

Could you try setting your OS language to English and see whether that allows you to install?

apparently the czech EULA is missing... i switched the format in "Region and Language setting" to English(United States) and everything seems fine

yup, that did it, but dont forget, that this setting is relative to user. that means, if you change it to US English, and you are not using an admin level user account, then you will run the install under a different (admin) account, which does not have it set this way. that means:
1) either change your user account level to admin OR log in using an admin level account
2) change regional settings
3) install

We'll fix this for the next release. Sorry for the inconvenience!

This is happening to me too, except I use English (United Kingdom).
Switching to English (United States) has not solved the problem. I'll redownload and try again.
