There is no script editor - never has been in UE3.

I personally use UnCodeX (http://uncodex.elmuerte.com/) for code browsing and ConTEXT (http://www.contexteditor.org/) with a slightly modified UnrealScript highlighter (http://wiki.beyondunreal.com/Legacy:ConTEXT/UnrealScript) for editing. There is also a visual studio dealie that works with UnrealScript, I never got it to work though.

I recommend using nFringe, which is free for non-commercial use and nicely integrates with Visual Studio and the free Visual Studio Express.

nFringe is what a lot of people use. Personally, I'm still rumbling on with Notepad++.

Hopefully nfringe will get new licensing options for starters that want to start making a comercial game.
