can you make a Total Conversion without having UT3 and UDK???

coz i might as well move my dissertation to UDK if i can

You can use UDK without UT3 - but it does not contain all of the content that UT3 has, so there may well be no point, dependant on your dissertation subject.

can u make a stand alone mod without having UDK too........somehow.......without paying epic lol
its cool coz im using like 99% custom content

To be standalone, you have to use UDK.
