Missing User.ini

I just installed ut2004 4 the 5th time and each time there is no user.ini. Is this a problem? does it show up later?

No it's not a problem as long as there is a file DefUser.ini. This is the source of recreating User.ini. It does that every time you start UT2004 without having a User.ini file.

So how do i get/make a user ini? I have tried to make a copy of my DefUser.ini rename and paste but my game won't use my homemade user.ini.

start the game and play a game of instant action, then go check for it

And make sure the game has enough permissions to write the file (the directory is not read-only and the program & user both have full access to file writing).
