I am trying to do per-poly collision by duplicating the static mesh found in UN_Foliage and it's called SM_TallTree_Leaves_01. I duplicate it into my map's package then try to uncheck "use simple box collision" but it makes the static mesh dissapear. Is there no way to use per-poly collision on this tree?

If the leaves are on planes (which I'd certainly imagine they are) it don't think it will work with per-poly collision because there are holes in the mesh.
