I wanted to try for Phase 3 vCTF this time, though can I resubmit an improved version during Phase 4 for the Educational Category, or would I have to build something brand new for that category? (In other words, can an already-submitted map that may, hypothetically, hehe, win one phase in one category be submitted again for the next phase though in another category and be considered possibly for a win?)

They let you enter multiple categories in one phase so it'd make sense that you could enter a different category in a subsequent phase with the same, unmodified level.

I'd guess you only need to make "significant improvements" if you want to enter the same level in the same category in a different phase.

The only thing that would worry me is going vCTF->Educational in the phase transition. If you are making a vCTF as a school project, make sure with the school that THEY allow you to enter into the Phase 3 as a non-educational entry. Otherwise, I see no other issues.
