Hardware environment:
E8500 OC 4.0G (500X8)
4870X2 with default setting
6G ram

and software:
Vista Ultimate SP1
ATI driver 8.12 (including CCC)
GOW 1.19 (startup options: -nomoviestartup -onethread), 1680x1050, all highest graphic setting

At most indoor scenes I get stable fps (60~62), but at some outdoor scenes I get low fps (30~40). I even tried adjusting the graphic setting to 400x300 and all lowest, but at the same outdoor scenes I still got 40~50 fps. Did I miss someting? :(

Try "-onethread" as your startup option to avoid sudden fps drop. Thanks anyway:)

Right click GOW shortcut->Click Property->"X:\...\Gears of War\Binaries\Startup.exe" -onethread -nomoviestartup

Add "-nomoviestartup" to speed up game loading, but the game's ending CG will be hidden :)
