what if you wanted to remake a classic using your own assets of course.
no content whatsoever from that being copied, but still the idea and layout.
would that be permissible?

You can remake any of Epics maps, you can even use the assets from the classic maps as well. As long as your pulling assets from the unreal games and using them in other unreal games Epic seems to be fine with it.

yea but what if its not an unreal series (once again using your own content that you
made nothing borrowed but the idea) kind of like using it for a template.

I entered just such a remake (http://mrevil.pwp.blueyonder.co.uk/unreal/ut2/nb/) in the previous MSUC. Game mechanics are not IP, so there is no problem using them from another game.

It didn't win a prize, but I don't think that had anything to do with it being a recreation of an old game.

Probably ok to have something that looks like something from a different game as long as it is named differently, but I'm no lawyer.

i wouldn't go remaking master chief and name him master apache and pretend he's a different character.....if it's immediately recognizable, it's probably too close to the original is what my personal benchmark is.
For example, I remade BlockFort (http://unrealdemolition.net/Media/6-20-08/UD2-6-20-08-3-Thumb.jpg) from MarioKart 64 for Unreal Demolition, but specifically because it IS a remake, and a damn close one at that, I've opted to not include it in the release packages for the MSUC, instead releasing it as a seperate download.
