Why is Israel blocked from downloading?

Hello im just gonna ask a straight forwards question

i baught gears of war 2 but i cant use the flashback code becuase Israel is blocked from downloading anything related to the game (same thing with geow1).
alot of my friends got the same problem.
Why is Israel blocked ?

maybe your isp is blocking your xbox from downloading map packs?

I dont know brother but maybe the code was removed, or already used, or something. Blocked from downloading ANYTHING?? I dont see why that would happen..... Try contacting the Company, that would be my best guess

Its not my isp , Any ip detected from israel it will just not let it download
it will tell me my region is not allowed to download.
my code is okay nothing wrong with it no one used it.

I would contact Microsoft. That is an XBL issue, not a GoW issue.

Well i could not download the free maps of gears of war 1
and i can download other stuff from xbl

I have the same problem, I can download other maps for other games like COD4, but I can't download the Flashback maps.

I got a friend from Chile with the same problem his country is blocked from downloading
