Are Characters like the Hulk, Bane (from Batman) and the Space Marines being accepted for MSUC? I thought I read something about that all the Design, the Models, the Textures etc. have to be made by you.
Was just wondering...

There is nothing about entering. Entering is just uploading. Maybe they will be get disqualified. Atleast i think it will be more fair, since making the idea is one of the hardest things.

i think the way they are handling it is to allow them to enter the contest if it is at least a decent quality product and then they'll be quietly disqualified before the actual judging.
there were a few remake maps in phase 1 and all of them were cut when epic announced the finalists.

That is becuase they will get 0 points for originality? , which makes it very hard to reach the top 5

We can't accept mods that contain third-party intellectual property (IP) as per the rules: http://www.makesomethingunreal.com/rules.aspx
While it's fun to see characters like Mario and Master Chief in mods (a la UT2D), we can't consider versions with IP owned by someone other than the mod creator for the contest.
Of course, it's fine to use characters from the Unreal universe.

he said it was fine to use ut characters in the contest but not being a modeler i wouldnt like to attempt to recreate the characters from ut so i simply asked if there was a way to extract them from the engine into something like an OBJ file

You are missing the point here. The contest isn't about extracting stock files and entering them. If you aren't a modeler then don't enter something that requires modeling
