You'll be further away than ever.

Alcatraz USED to be a Max Prison, now it's a Tourist Trap (Though that's probably even worse...). Get arrested and you'll not only go to a jail WITHOUT a Tag, but you'll also lose all chances of finding it for the time you're locked up.

Also, the Alcatraz Tag is lost. Nobody on the forum found it, and they looked. Current theory is a school field trip found it or a tourist. Find them and offer them $5, quick.
