Many of the best mods are going to contain things like custom sounds that make them impossible to cook for the PS3, but it seems a shame for console players to miss out on the fruits of all the contestant's efforts.

Is there therefore any chance you could cook the whole lot for us please Epic? Maybe even also for the 360 if that's permitted.

I've been asking that for some time now. The last time, it was still a 'no.' There's an extremely small chance but that depends on the copyright holders of the sound system. I really wish they stayed with Ogg Vorbis (if I remember correctly).

Every once and a while, Epic talks about possibly distributing the best UT3 mods on the Xbox 360, but that their legal department is still working that out. Personally, I think Epic has been saying a lot of stuff lately that never comes true...

They can't let us cook for PS3 because Sony insists on using their proprietary ATRAC codec (the PC version does use Ogg). They must have a license for that themselves however, because they cooked their own game, so surely they could cook other peoples mods for them. I know the 360 is a different kettle of fish.

Map authors that intended for their work to be played on consoles should/do have versions of their work that includes no custom audio.

As one of the big four, Sony is only doing it's part to protect musicians like myself from pirates sharing their music in custom maps, even if that was the musician's intent.
It is my understanding installing a ps3 devkit in the proper path will allow encoding since if you attempt to cook ps3 audio the frontend errors out w/ a message can't find /path/file

That's possible for some things, but for maps/mods that rely more heavily on custom content, not having custom sounds will ruin the experience.

I'm a musician too, and if this is really why Sony have done this, it's stupid because they have also "protected" me from letting anyone with a PS3 listen to my stuff at all.

So where would one acquire one of those?

You either need to be a licensee or you could probably find it but in either case I think using it to cook audio for mods would compromise the legality of the entire project/map.
Concerning MSUC or even just presence in the ps3 community it could be an advantage but the means at which this is achieved is currently not ethical.
