Do you think it's a worthy map to submit for phase two? :p

As much as I love Timberland, there's a little smidge in the rules that could stop ya:
All Submissions must be the Contestant’s original creation...
Unfortunately, I believe this rules out any remakes of other maps.

well it is an original creation it's just based off another game... I'm sure many other maps out there that have been submitted, are based off other games. Just like the 3dbuzz contest, alotta maps were based off other games and were still submitted. They were BIG on originality also.
And when you say "Remakes of other maps" it probably means remakes of other existing UT3 maps...

Um, a remake means a map that has been made before and is being remade, so timberland would count as a remake, I wouldnt tempt the judges to disqualify you.

Well like I said what if it's a map based ON another game? I still think it'd be fine.

Well, even if it happened to be allowed... I doubt you'd win any points for originality or 'unrealness'. ;)
If you are going to remake a map, give it a twist. Add some crazy new functionality that improves on the original, or a gameplay mechanic that gives the map some sort of new feel or playstyle. I don't know how the judging is going to work with MSU, but I bet you will have much more success being original and fresh.

Don't mean to sound rude, but I wouldn't want to allow it. No matter what you do to the level, the design of the level layout is still there. So it's not really fair to cash in on someone's success.

Well, of course you should give it a shot, right? If the judges disqualify it for being a remake, it's no loss on your part.
As for if it's worthy, I'd say there will be a lot of competition in VCTF and Warfare in Phase 2. The DM bracket was so swollen for Phase 1, that entering in the others would have given you better chances. So I think for Phase 2 maybe it will swing round a bit. This has been worrying me because I missed the deadline with Skytown and there weren't all that many entries anyway :p
VCTF-Timberland is very solid though, you'd have a good chance.

Do you have a version that the Lighting doesn't need to be rebuilt and has Avrils to take out the vehicles?
As far as I know, the final version I released is complete, with avrils and a beserk artifact in the middle of the map.

Well, Bret, I was thinking and realized that WAR-SpamBox IS a remake, so I see absolutely no reason you wouldn't be able to enter in Timberland. :)

however spambox didnt even get an honorable mention though (never played the map so im not judging it :) ) just pointing out that it may not be a good reference to if it would do well in the contest if it could be deemed as a remake etc. really does just depend on the judges views, but as someone else mentioned.. its not too artistic to use a concept someone else come up with unless your improving on it.
on the flip side as another poster quite rightly said, what have you got to lose by doing so :) put it in and see

Well, correct me if I'm wrong, but aren't a couple of the Finalists remakes anyway? I see one CTF and one Warfare map that I thought were remakes.

Which CTF map is a finalist that's a remake?

I thought Safeguard: http://gearsforums.epicgames.com/showthread.php?t=622670&highlight=safeguard
It says so in the credits, I haven't played an original.

Well, one of the things they rate the map on is originality, so your overall score may suffer as a result, but it still seems that there's no reason they wouldn't allow it, which is (I believe) was Bret was asking.
I love Timberland, but I have one slight cosmetic issue with it: It all looks the same. Needs some other foliage meshes blended in with the grass to make it look a little more realistic and that would help to give it a little more depth and color variance too. Just a thought. :)

This is correct.
