At the end of Phase 4, Submissions will be judged by qualified judges and evaluators using the judging criteria set forth in these Official Rules. All judges’ decisions are final and binding in all respects. . All Entries will be judged on a 1-100 point scale, using the following criteria: Creativity, Visuals, Innovation, Fun, Quality, Polish and Gameplay.

on the one hand its a long time to wait for the winners, but on the other hand, next mapper could just copying the cool ideas, which won.
but so we even can copy too. the better way were to hide the entries to avoid copying.

Hiding the entries would destroy one of the reasons the contest exists: to get user-created content out there. I say the ability to tweak your entry based on successful entries is a good thing is this kind of competition.

It is improvement from competition, one person comes up with a good idea, someone else uses it, improves it, the first person takes the improved idea and improves it further, ect, ect.

I do seem to recall one of the Epic guys saying that Phase One would be judged long before the end of the whole contest...

Wasn't it said also that "you do not need to be a winner of the previous phases to enter phase 4" ?

That's right, the first 4 phases are open to any participants, the final phase or grand prize judging is restricted however.

As for the initial question, it's good if someone learns from other mappers in terms of techniques, it makes sure good ideas are perpetuated and gives mappers something to build off of and extend.... if you simply copied the ideas out of context, they may not even be as effective, and wouldn't be nearly as creative as the first time they appeared.
