Red skulls and cog tags

OK, I am determined to find all the cog tags w/o having to revert to a "cheat guide" (PC). Does every placement of a cog tag have a red skull near by?

Yes...although EPIC placed the red skulls in pretty unobvious places and with some being a good 20 to 30 feet away. So dont assume Red Skull means cog tag beneath it...all it means is CoG tag nearby.

Ya I saw that they were just in the vicinity. But I was wondering because it seemed that on the way to the Fenix estate, I really didn't see any. Not looking for hints, just an observation. Thanks for the input.

And a couple of skulls aren't red, and they blend in. :(
