A modern desktop pc is plenty powerful to run a dedicated server but the problem is the network bandwith and routing. Everyone would be lagging like ass even on a fast home use/office connection.

You cannot run a dedicated server on the same PC you are playing the game with. With this game, you need all your PC just for the game.
You can have a dedicated server running on a separate machine connected to the network. Lots of us have a linux dedicated server running at home. You need a good internet connection. Linux dedicated servers can be older hardware. A 2.4GHz P4 is good for 12 player DM or 10 player CTF. I run a 2.2GHz AMD64 single core for a 12 player WAR or vCTF. The PC is the easy part, you need a good high bandwidth connection. You need a cable or FIOS connection, DSL will not hack it.

Of course you can. It's not particularly more stressing than running a listen server.

There is no such generic rule. It all comes down to game type, player count and netspeed versus your connection speed.
