In multiplayer maps, sometimes campaign maps, i have these strange fps drops. In gridlock, in the spawn i have 35-40 fps. All maxed settings, 800*600 , no AA. But when im out of the spawn and turns to the middle of the map, my fps goes to an 20 fps :( So i wonder, does anyone else has this problem? Is there any chance that Epic has done that all textures is loaded instantly when the map starts, so the textures is as sharp and crispy, where i am, and on the other side of the map?
EDIT: dosent work if i lower the grapchics, still horrible fps drops!

I've got a similar computer,
AMD Athlon 64 3200+
ASUS Enhanced ATI Radeon X1600XT using Catalyst 7.12 drivers also
2 GB RAM
Windows Vista Ultimate 32bit
AC'97 Realtek
Those fps drops could be the same as stuttering. I get them too.
I also run the game at 800x600, everything on highest (No AA or DX10)
Mainly because there's no difference whether I put everything on lowest or highest, only the resolution seems to play a bigger part in getting slightly better frames (though there's only a 7-15 fps difference between 800x600 and 1280x1024)

do you get one big permanent drop, or is your fps going back and forth?

Back and forth.
Seems like a vista problem to me.

I had this problem when i was using AVG antivirus,

What's your sound hardware? Integrated audio on your motherboard may cause problems, so would out of date soundcard drivers. Updating my drivers fixed it for me and I was experiencing the same issues. I'm not familar with ATI anymore but make sure your drivers are current for it. It also could help to defragment the drive Gears of War is installed on if any of its files are fragmented. Also make sure any unnessisary programs/processes aren't wasting time.

same thing happens to me, it'd be around 30-35 FPS, then when theres some action or enemies spawn it drops down to 22, then when the enemies start firing, and my guys are firing, it topples down some more to 15 FPS, and around 12 FPS. its quite annoying, 20 is tolerable, but... 12 is just... ridiculous.

My comp is similar to yours I updated my sound card drivers from soundblaster site last night and now game runs smooth. I had that horrible stutter problem till now. I'm on vista 32, I have AVG and am also using the 7.12 drivers with Catalyst.
