Installation
All you have to do is unzip the file into your My Documents\My Games\Unreal Tournament 3\UTGame Directory.

Dedicated (Comercial) Server Installation
Unzip the folder directly into your UTGame folder.
If you can avoid this at all i highly suggest you do b/c i have been told by quite a few people to avoid editing the game directory directly.

one thing, i notice that it also speeds up the firing rate of the weapons, is it supposed to work that way?

Thats how the world time works, so i would say yes.

If you want me to write one that only speeds up the players movement that can be done, but i based it off of my old mutator that modified the world. seems to me that wouldnt be as much fun though.

i have things configured, i'm using a sniper mod that allows me to adjust the firing rate so i was able to tweak the game speed and the firing rate to my liking.

Cool! Great to hear. Im not a big fan of mixing mutators functionality together into one as they tend to overlap functionality and may void out another mutator, depending on what order they are loaded into the game. So that sounds like great news! What mutator was it?
