Modding Vehicles?

How do i mod my own vehicle?

I am a complete noob, never modded for unreal in my life
I have only edited ut3 maps because it crashes when i create a complete new one e.g

Turned sanctuary into a warfare map
Turned deck into capture the flag etc etc

So far i have read a few ut2004 tutorials here (http://wiki.beyondunreal.com/wiki/Modifying_Vehicle_Weapons), the one consisting of changing its weapoin, does it still apply?

So far i have edited the raptor using that tutorial and i think driver has changed to seat[0] and passenger to seat[1]-etc
I am just testing it out and i can't compile because my computer which plays ut3 has had a power box thingy faliure.

A few more questions:

Can you make a vehicle have the hoverboard grapple function?
How do you compile it to be a mutator? Do i just use one of the tools then hit compile and it appears because that sounds too easy?
