how to install maps and mutators?

MAPS (you may have to create a directory):
C:\Users\YOURWINDOWSLOGINNAME\Documents\My Games\Unreal Tournament 3\UTGame\Published\CookedPC\Maps

Mutators(xxxx.U File)
Unreal Tournament 3\UTGame\CookedPC\

Mutators(xxxx.INI File)
MyDocuments\MyGames\Unreal Tournament 3\UTGame\Config\

I got it in CustomMaps instead of Maps. Just in case Maps doesn't work for ya. Also, I've told you in my thread now how to do it. Let me know if it works for you.
