At least it seems that way. It seems there was alot more to pick from in UT2k4 or am I wrong?

that is correct, you can load cooked maps can get textures from it, but you can only use materials, all other textures can't be used if i'm correct
I now just use texmod to extract the textures in need from the maps, and reimport them into my own. works great, actually goes a lot faster then browsing through all the packages, you can just stand infron the texture you want, wait till it is selected (turns green) save it to your harddrive, and reimport it into UnrealED

UT2k4 was two games in one, it had more of everything.

art creationg for UT3 (and any other next gen project) takes atleast 3 times longer to make a single material/texture due to the fact they now need atleast 3 textures too look good in relation to UT2k4s 1
in UT2k4 you only had a diffuse texture
in UT3 you need (but not limited to) a diffuse, normal map, specular map, and sometmies, emmisive maps, distortion and opacity masks
and thats not taking into account the fact that most textures ingame are anywhere from 1-4 times as big in resolution
obviosuly thats not 100% correct, but for ppl new to UE3 its give an idea of how much longer it takes to create a single piece of art (and thats just the texture/material) compared to previous generation games
