Simple, since the game didn't ship with a arena mutator, we need one made.
And if your too silly (or new) to UT to understand what the Arena mutator was, well it pretty much allows you to choose from a list of all weapons available in UT3 (custom ones included as they dropped in) and from those you can choose however many of or little weapons you want to spawn with, like say a rocket and flak cannon match. all weapon bases and spawns are gone and the weapons selected are the ones you spawn with. I haven't a clue why the didn't include this in the retail but whatever.
