How can I make a dynamic light which affects everything (BSP, StaticMesh, movers, characters) and where everything casts shadows?

You can add a pulsating light actor into the scene and set up the properties as you see fit to make it "dynamic".

A what?
I placed a movable spotlight, which supposed to cast dynamic stencil shadows on/from everything. (At this point I only use static meshes.) Those shadows either invisible or messed up:

Do stencil shadows work for you?
Can I set static meshes to cast soft shadows?

For static meshes casting soft shadows... there's an option in the static mesh properties of that object.. can't remember for which parameter it was.. something with "...Multiplier" and you turned that up and it created a softer shadow from the lighting. I'll take a look at it a bit later.. tied down at the moment.. on a comp that doesn't have the editor on it... :(
