Hmm, interesting. There's no explicit console command for it, although the ToggleMelee and ToggleTranslocator commands use this feature.

What does togglemelee do, pulls out flack/impact? And where are the old switchweapon1 | fire | onrelease switchtolastweapon binds - have they been renamed - if so, anyone know them?
